Favorites : Need to save per Project vs per User

When you build out a project file in Measure and save your Favorites this only applies to that user ? This needs to be project based NOT user based. Each job is different, each file is different. At times we have different estimators working on files (large projects) if they open the same file I as me, they dont see favorites.
