Global Waste Setting

Currently users can add ( user waste ) which if set to 5% for example on a tile will add an additional 5% to whatever waste the system determines , what I would like to see like Callidus offers is a minimum waste setting for example if I want my carpet tile to be no less than 5% the system will automatically make it 5% if its only "needing" 3% or if I want all floor and wall tile to have a minimum of 10% even if the system can make it work with 7%. But if the system determines a product will need 12% then it will stick with the 12% and not add or adjust based on the users input.

That's a great idea!
Your request for rounding up to a minimum waste makes sense.
Not adding waste does not take into account the reasons waste is needed. It is needed because drawings do not always match field conditions, installers make mistakes, and outside factors cause loss to name a few.
My personal preference is always adding a percentage of waste. That percentage will vary from project to project and material to material with no hard and fast rules because every project is different.
