Training videos overseas

We have an employee/user in Turkey, and they say they are not able to access the training videos. Are videos blocked to foreign countries that you know of?

To my knowledge we do not have any blocks in place on our end. I realize this post is fairly old at this point, but if the user is still having issues their best option would be to reach out to their ISP.
