Require "New Customer" to be selected if existing customer is not found

We have had instances where a user forgets to select the "New Customer" checkbox and therefore the customer never gets entered into our RFMS Customer file. To help with this, it would be great to have a feature where if the customer is not found in the customer file, a new project can't be created unless the New Customer checkbox is selected.
