Line Notes coming in as internal notes

We would like to be able to choose if the line notes from Measure coming are internal lines notes or visible notes to the customer. 

We currently have a lot of notes we don't want a customer to see or print on the quote/order.  We are currently doing a copy paste to make this happen. 

Would like to see an automated process on this.
